Iesaiste kultūras procesos un to analīze, veicinot izpratni par kultūras formu daudzveidību un to ietekmi uz vidi, kopienām un politiku, ar mērķi līdzdarboties atvērtas un pilsoniski aktīvas sabiedrības stiprināšanā, sadarbībā ar vietējām organizācijām un iestādēm;
