Operational objectives Veicināt iedzīvotāju sadarbību un iniciatīvu, tostarp, situācijās, kad īpaši nepieciešama palīdzība visvairāk apdraudētajām un mazāk aizsargātajām iedzīvotāju grupām;

veikt pētījumus un citas aktivitātes, kas veicinātu savstarpējās brīvprātīgo palīdzības sniegšanu sabiedrībā;
izzināt, apkopot un prezentēt viedokļus publiskās debatēs, veicinot savstarpējās palīdzības sniegšanu;
organizēt un vadīt diskusiju forumus starp ieinteresētajām personām, kā arī sabiedrības pārstāvjiem.
